Jargon. Semantics.\u00a0 Sometimes I think it\u2019s the death of us all.\u00a0 Seriously, it\u2019s really hard to have a conversation about anything when you use the same words in the same context to mean completely different things.<\/p>\n<p>Take Goals and Objectives.\u00a0 I can\u2019t tell you how many different ways this has been taught to me.\u00a0 But in general all the explanations agree that a goal is a big concept, and an objective is more specific.<\/p>\n<p>Things get complicated when we use words like Activities, Outcomes, and Measurable Objectives when teaching you about logic models as a way of planning a project.\u00a0 Which of those words correlate with Goals and Objectives when writing a proposal for the project you just planned?<\/p>\n<p style=\"text-align: right\"><img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-4616\" src=\"\/neo\/wp-content\/uploads\/sites\/3\/2016\/07\/Bela_Lugosi_as_Dracula_anonymous_photograph_from_1931_Universal_Studios-230x300.jpg\" alt=\"Bela Lugosi as Dracula\" width=\"230\" height=\"300\" align=\"right\" hspace=\"10\" \/><\/p>\n<p>I\u2019m going to walk through an example of how we can connect the dots between the logic model that we use to plan projects, and the terminology used in proposal writing.\u00a0 There isn\u2019t necessarily going to be a one to one relationship, and it might depend on the number of goals you have.<\/p>\n<p>As has been stated in previous posts, we\u2019ve never actually done any work with the fictional community of Sunnydale, a place where there was, <em>in the past,<\/em> a large number of vampires and other assorted demons.\u00a0 But in order to work through this problem, let\u2019s go back to this <a href=\"https:\/\/nnlm.gov\/evaluation\/blog\/2016\/07\/28\/program-outcomes-using-kirkpatrick-model\/\" target=\"_blank\" rel=\"noopener noreferrer\"><em>hypothetical <\/em>post<\/a> where we used the Kirkpatrick Model to determine outcomes that we would like to see with any remaining vampires who want to live healthy long lives, and get along with their human neighbors.\u00a0 For this post, I\u2019m going to pretend I\u2019m writing a proposal to do a training project for them based on those outcomes, and then show how they lead to an evaluation plan.<\/p>\n<p><strong>Goals<\/strong><\/p>\n<p>The goal can be your long-term outcome or it can be somewhat separate from the outcomes. But either way, your goal needs to be logically connected to the work you\u2019re planning to do.\u00a0 For example, if you\u2019re going to train vampires to use MedlinePlus, goals like \u201cmaking the world a better place,\u201d or \u201cachieving world peace,\u201d are not as connected to your project as something like \u201cimproving health and well being of vampires\u201d or \u201cimproving the health-literacy of vampires so they can make good decisions about their health.\u201d<\/p>\n<p>Here is a logic model showing how this could be laid out, using the outcomes established in the earlier post:<\/p>\n<p><a href=\"https:\/\/news.nnlm.gov\/neo\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Logic-Model.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-5548 size-full\" src=\"https:\/\/news.nnlm.gov\/neo\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Logic-Model.jpg\" alt=\"Logic model showing how to  train vampires to use MedlinePlus\" width=\"762\" height=\"416\" srcset=\"https:\/\/news.nnlm.gov\/nec\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Logic-Model.jpg 762w, https:\/\/news.nnlm.gov\/nec\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Logic-Model-300x164.jpg 300w\" sizes=\"auto, (max-width: 762px) 100vw, 762px\" \/><\/a><\/p>\n<p>Keep in mind that the purpose of a proposal is to persuade someone to fund your project.\u00a0 So for the sake of my proposal, I\u2019m going to combine the long-term outcomes into one goal statement.<\/p>\n<p style=\"text-align: center\"><strong><em>The goal of this project is to improve the health and well being of vampires in the Sunnydale community.<\/em><\/strong><\/p>\n<p><strong>Objectives<\/strong><\/p>\n<p>The objectives can be taken from the logic model Activities column. But keep something in mind.\u00a0 Logic models are small \u2013 one page at most.\u00a0 So you can\u2019t use a lot of words to describe activities.\u00a0 Objectives on the other hand are activities with some detail filled in. So in the logic model the activity might be \u201cEvening hands-on training on MedlinePlus and PubMed,\u201d while the objective I put in my proposal might be \u201cObjective 1: We will teach 4 hands-on evening classes on the use of MedlinePlus and PubMed to improve Sunnydale vampires\u2019 ability to find consumer health information and up to date research.\u201d<\/p>\n<p><strong>Objectives in Context<\/strong><\/p>\n<p>Here\u2019s a sample of my Executive Summary of the project, showing goals, objectives, and outcomes in a narrative format:<\/p>\n<p style=\"padding-left: 30px\">Executive Summary: The goal of our <em>From Dusk to Dawn <\/em>project is to improve the health and well being of vampires in the Sunnydale community. In order to reach this goal, we will 1) teach 4 hands-on evening classes on the use of MedlinePlus and PubMed to improve Sunnydale vampires&#8217; ability to find consumer health information and up to date research about health conditions; and 2) open a 12-hour \u201cDusk-to-Dawn\u201d health reference hotline to help the vampires with their reference questions.\u00a0 With these activities, we hope to see a) increased ability of the Internet-using Sunnydale vampires to research needed health information; b) that those vampires will use their increased skills to research health information for their brood; and c) these vampires will use this information to make good health decisions leading to improved health, and as a result form better relationships with the human community of Sunnydale.<\/p>\n<p>Please note that in this executive summary, I do not use the word &#8220;objectives&#8221; to identify the phrases numbered 1 and 2, and I also do not use the word &#8220;outcomes&#8221; to identify the phrases lettered a, b, and c (because I like the way it reads better without them). However, in detailed narrative of my proposal I would use those terms to go with those exact phrases.<\/p>\n<p><strong>So then, what are Measurable Objectives?<\/strong><\/p>\n<p>The key to the evaluation plan is creating another kind of objective: what we call a <em>measurable outcome objective. <\/em>When you create your evaluation plan, along with showing how you plan to measure that you did what you said you would do (process assessment), you will also want to plan how to collect data showing the degree to which you have reached your outcomes (outcome assessment).\u00a0 These statements are what we call <em>measurable outcome objectives.<\/em><\/p>\n<p>Using the &#8220;Book 2 Worksheet: Outcome Objectives&#8221; found on our <a href=\"https:\/\/nnlm.gov\/evaluation\/evaluationresources\" target=\"_blank\" rel=\"noopener noreferrer\">Evaluation Resources<\/a> web page, you start with your outcomes, add an <a href=\"https:\/\/nnlm.gov\/evaluation\/booklets508\/bookletTwo508.html#st3\">indicator, target and time frame to get measurable objectives<\/a>\u00a0 and write it in a single sentence.\u00a0 Here\u2019s an example of what that would look like using the first outcome listed in the Executive Summary:<\/p>\n<p><a href=\"https:\/\/news.nnlm.gov\/neo\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Measurable-Objective.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-5524 size-full\" src=\"https:\/\/news.nnlm.gov\/neo\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Measurable-Objective.jpg\" alt=\"Outcomes, measurable indicator, and measurable objective\" width=\"779\" height=\"247\" srcset=\"https:\/\/news.nnlm.gov\/nec\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Measurable-Objective.jpg 779w, https:\/\/news.nnlm.gov\/nec\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Measurable-Objective-300x95.jpg 300w, https:\/\/news.nnlm.gov\/nec\/wp-content\/uploads\/sites\/3\/2017\/03\/Dusk-to-Dawn-Measurable-Objective-768x244.jpg 768w\" sizes=\"auto, (max-width: 779px) 100vw, 779px\" \/><\/a><\/p>\n<p>We\u2019ve gotten through some terminology and some steps for going from your logic model to measuring your outcomes.<\/p>\n<p>Stay tuned for next week when we turn all of this into an Evaluation Plan!<\/p>\n<p>Dare I say it?
