Open Science falls neatly within the mission and scope of work of the National Library of Medicine and the outreach-oriented Network of the National Library of Medicine. In fact, a recent blogpost from <\/span><a href=\"https:\/\/nlmdirector.nlm.nih.gov\/2023\/07\/26\/a-year-of-open-science-a-lifetime-commitment-for-nlm\/\"><span style=\"font-weight: 400\">Dr. Lisa Federer<\/span><\/a><span style=\"font-weight: 400\"> stressed the Library\u2019s lifetime commitment to Open Science (OS).\u00a0 For us at NEC, OS aligns harmoniously with values that have guided our work since our launch.<\/span><\/p>\n<p><span style=\"font-weight: 400\">We are excited to approach our Grant Year 3 evaluation plans through the lens of Open Science. We believe that OS is intertwined with evaluation in multiple ways, as it influences how research is assessed, measured, and valued. The <\/span><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949\"><span style=\"font-weight: 400\">UNESCO Recommendation on Open Science<\/span><\/a><span style=\"font-weight: 400\"> provides a set of <\/span><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949\"><span style=\"font-weight: 400\">Guiding Principles<\/span><\/a><span style=\"font-weight: 400\"> to help realize the promise of Open Science, which are also highly applicable to evaluation practices:<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400\"><b>Transparency, scrutiny, critique, and reproducibility <\/b><span style=\"font-weight: 400\">to reinforce the rigor of scientific results, enhance the positive impact of science on society, and increase society\u2019s ability to solve complex interconnected problems.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Equality of opportunities <\/b><span style=\"font-weight: 400\">to ensure that all scientists and those with an interest in science have equal opportunity to access, contribute to and benefit from science, regardless of origin or circumstance.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Responsibility, respect, and accountability <\/b><span style=\"font-weight: 400\">to be responsible for and aware of public accountability, potential conflicts of interest, intellectual integrity, and the possible social or ecological consequences of research activities.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Collaboration, participation, and inclusion <\/b><span style=\"font-weight: 400\">to ensure that scientific collaborations transcend the boundaries of geography, language, and resources, and include knowledge from marginalized communities to solve problems of great social importance.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Flexibility <\/b><span style=\"font-weight: 400\">to acknowledge that there is no one-size-fits-all way to practice open science (or evaluation) and to encourage different pathways to practicing it while upholding the core values.<\/span><\/li>\n<li style=\"font-weight: 400\"><b>Sustainability <\/b><span style=\"font-weight: 400\">to be as efficient and impactful as possible by building on long-term practices, services, infrastructures, and funding models to ensure participation of scientists from less-privileged countries or institutions.<\/span><\/li>\n<\/ul>\n<p><i><span style=\"font-weight: 400\">Read more about the <\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949\"><i><span style=\"font-weight: 400\">UNESCO Recommendation on Open Science<\/span><\/i><\/a><i><span style=\"font-weight: 400\"> (<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_fre\"><i><span style=\"font-weight: 400\">Fran\u00e7ais<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_spa\"> <i><span style=\"font-weight: 400\">Espa\u00f1ol<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_por\"> <i><span style=\"font-weight: 400\">Portugu\u00eas<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_ara\"> <i><span style=\"font-weight: 400\">\u0627\u0644\u0639\u0631\u0628\u064a\u0629<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_chi\"> <i><span style=\"font-weight: 400\">\u6c49\u8bed<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_rus\"> <i><span style=\"font-weight: 400\">\u0420\u0443\u0441\u0441\u043a\u0438\u0439 \u044f\u0437\u044b\u043a<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_mon\"> <i><span style=\"font-weight: 400\">\u043c\u043e\u043d\u0433\u043e\u043b \u0445\u044d\u043b<\/span><\/i><\/a><i><span style=\"font-weight: 400\">,<\/span><\/i><a href=\"https:\/\/unesdoc.unesco.org\/ark:\/48223\/pf0000379949_lit\"> <i><span style=\"font-weight: 400\">lit<\/span><\/i><\/a><i><span style=\"font-weight: 400\">).<\/span><\/i><\/p>\n<p><b><i>We\u2019re excited to share some of the work that is underway and planned for this year!<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400\">Earlier this summer, NEC\u2019s Principal Investigator, Dr. Kristi Holmes <\/span><a href=\"https:\/\/indico.cern.ch\/event\/1254282\/page\/29647-speaker-list\"><span style=\"font-weight: 400\">participated<\/span><\/a><span style=\"font-weight: 400\"> at the <\/span><a href=\"https:\/\/www.home.cern\/news\/news\/knowledge-sharing\/cern-and-nasa-join-forces-commit-research-future-open-and-accessible\"><span style=\"font-weight: 400\">CERN\/NASA Open Science Summit<\/span><\/a><span style=\"font-weight: 400\"> in Geneva. This week-long meeting brought together a diverse range of attendees to exchange experiences, ideas and expertise towards advancing the global adoption of open science policies and practices.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In the coming months, we will release our Code of Conduct which spells out how we use our NEC values to guide daily interactions, communications, and collaborations internally amongst the NEC team, and externally, with our NNLM colleagues and others. This is a very deliberate effort on our part to monitor and especially self-monitor <\/span><b>Responsibility, Respect, and Accountability<\/b><span style=\"font-weight: 400\">, one component of the <\/span><a href=\"https:\/\/www.unesco.org\/en\/open-science\/about\"><span style=\"font-weight: 400\">guiding principles<\/span><\/a><span style=\"font-weight: 400\"> in open science. NEC is clearly not alone in thinking broadly about the role of evaluation in OS, and we are finding inspiration from our fellow evaluators (for example, see this fantastic blog by Rafols, Meijer and Molas-Gallart, \u201c<\/span><a href=\"https:\/\/blogs.lse.ac.uk\/impactofsocialsciences\/2023\/08\/14\/the-benefits-of-open-science-are-not-inevitable-monitoring-its-development-should-be-value-led\/\"><span style=\"font-weight: 400\">The benefits of Open science are not inevitable: monitoring its development should be value-led<\/span><\/a><span style=\"font-weight: 400\">\u201d). Work is underway within NEC and in collaboration with other Evaluators to promote more open and respectful evaluation practices, enhance knowledge gained and assess meaningful impact.
