{"id":1341,"date":"2023-09-15T16:37:30","date_gmt":"2023-09-15T16:37:30","guid":{"rendered":"https:\/\/news.nnlm.gov\/nphco\/?p=1341"},"modified":"2023-10-14T19:02:04","modified_gmt":"2023-10-14T19:02:04","slug":"thinking-about-the-phdl-for-your-department","status":"publish","type":"post","link":"https:\/\/news.nnlm.gov\/nphco\/thinking-about-the-phdl-for-your-department\/","title":{"rendered":"Thinking about the PHDL for your Department?"},"content":{"rendered":"<p>This post of <em>PHDL Me This<\/em> provides information for public health departments and related organizations considering the Public Health Digital Library.<\/p>\n<p><strong>The Basics<\/strong><\/p>\n<p><strong>The Library.<\/strong> The Public Health Digital Library is a <img loading=\"lazy\" decoding=\"async\" class=\"wp-image-1342 alignright\" src=\"https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/PHDLPage120321-300x185.png\" alt=\"PHDLScreenShot\" width=\"311\" height=\"193\" srcset=\"https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/PHDLPage120321-300x185.png 300w, https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/PHDLPage120321-768x474.png 768w, https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/PHDLPage120321.png 866w\" sizes=\"auto, (max-width: 311px) 100vw, 311px\" \/>\u00a0<a href=\"https:\/\/nnlm.gov\/guides\/phdl-collection\">collection of <\/a>\u00a0evidence-based information resources developed specifically to enhance public health practice, research, and workforce development. \u00a0The digital collection is made available to subscribing public health departments and related public health organizations throughout the country.\u00a0 A list of currently participating public health entities is available on\u00a0<a href=\"http:\/\/https\/\/nnlm.gov\/nphco\"> the NPHCO website<\/a>.<\/p>\n<p><strong>Access.<\/strong>\u00a0 The Library is available as an enterprise-wide resource:\u00a0 it is not offered to individuals or sub-units of a department.\u00a0 Participating public health organizations collaboratively support the resource through an annual fee.\u00a0 Larger local health departments can enter the program individually, smaller local health departments are asked to convene a grouping of LHDs to enter the program as a cohort.<\/p>\n<p><strong><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-975 alignleft\" src=\"https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/03\/NewNNLMMap-e1628175101941-300x178.png\" alt=\"NNLM Map for 2021-2026\" width=\"249\" height=\"148\" srcset=\"https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/03\/NewNNLMMap-e1628175101941-300x178.png 300w, https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/03\/NewNNLMMap-e1628175101941.png 411w\" sizes=\"auto, (max-width: 249px) 100vw, 249px\" \/>Program source. <\/strong>The National Public Health Coordination Office operations is supported by the National Library of Medicine as part of the Network of the National Library of Medicine program.\u00a0 Departments become <a href=\"https:\/\/news.nnlm.gov\/nphco\/new-public-health-digital-library-website\/\">members of the Network<\/a> and staff can attend <a href=\"https:\/\/nnlm.gov\/training\">all NNLM instruction programs<\/a>.<\/p>\n<p><strong>PHDL Instruction.<\/strong> With the variety of resources and information needs, <a href=\"https:\/\/nphco.libguides.com\/c.php?g=944536&amp;p=7012975\">instruction on using the PHDL<\/a> is part of the program.\u00a0 Scheduled classes are available for open registration by individual users.\u00a0 Department-specific learning programs can also be be developed, scheduled, and conducted virtually.<\/p>\n<p><strong>Document Delivery.\u00a0<\/strong>Sometimes called interlibrary loan or article delivery, the PHDL program offers document delivery services for articles and not available through the PHDL collection.\u00a0 <a href=\"https:\/\/news.nnlm.gov\/nphco\/partner-libraries-enhancing-the-phdl-collection\/\">Users can request articles with a Partner Library<\/a>, a library participating in the program as a document delivery provider.\u00a0 Document delivery is supported by the annual fee: no additional cost is attached.<\/p>\n<p><strong>Fees.\u00a0<\/strong> Public Health Departments pay an annual assessment to have access to the licensed resources of the PHDL. An annual assessment is made for supporting access. With many departments subscribing to the program, fees are assessed for ongoing affordability and are based initially on the departments staff size. We use FTE as a general metric, we know not all staff will be regular users the PHDL. Fees support annual access to the licensed resources and the software <a href=\"https:\/\/news.nnlm.gov\/nphco\/new-public-health-digital-library-website\/\">tools used to deliver the resources<\/a>.<\/p>\n<p><strong>Implementing PHDL<\/strong><\/p>\n<p><strong>Ongoing collaboration.\u00a0<\/strong>The program works best when departments carry out promotion of resources, schedule classes for using the PHDL, and respond to issues and questions from all parties.\u00a0 Contacts are necessary at the department.\u00a0 A <span style=\"text-decoration: underline\">primary<\/span> contact oversees the program and promotes the resource, an <span style=\"text-decoration: underline\">education<\/span> contact helps program instruction and relates information needs, a <span style=\"text-decoration: underline\">fiscal<\/span> contact to facilitate yearly payment, and a <span style=\"text-decoration: underline\">technology<\/span> contact will be needed for initial implementation and support issues.\u00a0 Depending on capacity, one primary contact can manage all areas of the program.\u00a0 Contacts are necessary and a team approach is encouraged.<\/p>\n<p><strong>Timeline. <\/strong>While the technical requirements are not difficult, lead time is needed for the department as well as our office.\u00a0 The access year begins in May.\u00a0 Departments considering subscribing to the Public Health Digital Library should coordinate with NPHCO at least six-to-five\u00a0 months before the access year.\u00a0 Decision to participate in the program should be supported by department leadership.\u00a0 NPHCO is available to guide implementation and communicate with the department as much as necessary.<\/p>\n<p>Departments and public health organizations interested in the Public Health Digital Library can <a href=\"https:\/\/umassmed.co1.qualtrics.com\/jfe\/form\/SV_2tA7pyCKTepmFfM\">submit an interest form<\/a> with some information about your organization.\u00a0 And we are always available at phdl@umassmed.edu.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-1344 aligncenter\" src=\"https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/NNLM-2021-Twitter-Header-ImageJC-300x100.png\" alt=\"\" width=\"300\" height=\"100\" srcset=\"https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/NNLM-2021-Twitter-Header-ImageJC-300x100.png 300w, https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/NNLM-2021-Twitter-Header-ImageJC-1024x341.png 1024w, https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/NNLM-2021-Twitter-Header-ImageJC-768x256.png 768w, https:\/\/news.nnlm.gov\/nphco\/wp-content\/uploads\/sites\/14\/2021\/12\/NNLM-2021-Twitter-Header-ImageJC.png 1500w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>This post of PHDL Me This provides information for public health departments and related organizations considering the Public Health Digital Library.
