Access to the <a href=\"https:\/\/www.nnlm.gov\/guides\/phdl-collection\">PHDL collection<\/a> is by subscription, limited to public health departments, and is managed by the NNLM\u2019s <a href=\"https:\/\/www.nnlm.gov\/about\/offices\/nphco\">National Public Health Coordination Office (NPHCO)<\/a>.
