The Public Health Digital Library (PHDL) provides health departments throughout the U.S. with access to evidence-based literature. Access to the PHDL collection is by subscription, limited to public health departments, and is managed by the NNLM’s National Public Health Coordination Office (NPHCO). In addition to access to the PHDL, members receive support and instruction from NPHCO staff.
Public health departments who subscribe to the PHDL have a partner library through which they receive interlibrary loan services.

Alaska Division of Public Health
California Department of Health Care Services
San Francisco Department of Public Health
Hawaii State Department of Health
Clackamas County Public Health, Oregon
Multnomah County Department of Health, Oregon (access through April 30, 2025)
Washington County Oregon Public Health
Washington State Department of Health, state level public health department and the Washington Local Health Agencies which provides access provided to all county and tribal health departments
